- Graduates of an MSN or higher program (if they received equivalent education)
- Individuals who have completed coursework that is equivalent to practical nurse training in a registered nursing program
- Registered nurses from Canada who passed the Canadian Nurses Association Testing Service Examination after August 8, 1995.
